recently a cousin of mine named her daughter noor...let me tell her...

I like the name Rukhaya if i have a daughter i will name her that.

oh by the way noor can be anyone’s name ..Noor-ul-ain is a grls name, however, Noor ud-din is a boy’s name ( or more likely Uncle’s name) :-p
