It means that someone is very lucky. Like someone is wishing something badly and the situation turns (without much efforts) in favor of this person.

"Bhaag" here is used as luck. ( Bhaagwan=lucky)

Literally it says that if Billi (cat) is lucky, the Cheenka (the hanging fence like storage cabinet) would break for her by itself so she can get to milk.

Billi does not have to jump or break the cheenka. :)
