Most of them look like average people because that’s the only way they’ll blend in. They don’t really need a 250lb Super-Soldier when the work can be done by a 5’9" geek. The Intelligence agencies actively select people based on a balance of skill and physical appearance. Although about fitness, not necessarily; that depends on your cover. Some people might be fit but others not so.
