Well said by Khumar and I would just like to add a few things
For makeup: Go to Boots (if u r in UK) or Matas(if u r in Scandinavia) or to make it even more easy "The Body Shop":P or wotever cosmetic stores you have there. There are always experts to help you find what you want. get your perfect mascara and then use Kaajal with it or liner if u prefer.....wud be enuff for the eyes....lipgloss as mentioned and use blusher....just to make it look cuteeee:D
Dressing: In the beginning it can be a bit difficult - however, I will suggest u to start with some nice jeans and tops and all....later u can upgrade :D to dresses n all....
Shoes: what's ur height btw? well, if u r not use to wear heels then it will be difficult for u to wear heels right'way...so try some fancy flat .....SM heels and then later go for pencil heel or wotever u find better...if u have good figure n nice long legs and u r confident then wear heels....u will look goddess....I love heels..:D Confidence is the sexiest thing a woman can have, ma dear..:D
try some really feminine perfume on...:D and handbags are not hard to get ur hands on.....hairstyle already done....mmm wots left....:D aaaahhhh where are u frm?? EU? then I wud luv to help u....cud drop by for a weekend if u really need some help ma dear.....but I wish u all the best...:)

First..get a nice hair cut...and get your eyebrows done..you don,t need too much make up just lip gloss and mascara...and little blush.
Buy nice clothes..more on the feminine side...like shapely tees and boot cut jeans...some nice shoes..and a nice bag is a must. A little jewelry..hoops or plain cz/diamond studs..is all you need.
Smelling nice...using a light fragrance adds to everything else!!

ugh dont radically change yourself just because this guy's telling you that you dont look girly enough. change when you feel its time for you to change your look.
nice tips from everyone though. i agree with saimanyc and sahar...well groomed clean lines and dont overdo with the makeup. i just think that at the same time its important not to lose your personality. there are things that you will always be attracted to as an individual and its best to be yourself rather than try and be someone u're not. i dont get my brows threaded or my hair highlighted. i dont do eye makeup, nose rings ... but im mad picky about what clothes i wear, maintaining my weight.... i love nose rings/eye makeup on other girls but not myself. i know i cant carry it off well so why even bother. variety is the spice....
if u feel good in jeans and a kurta then wear it...maybe get a more feminine looking kurta as most kurtas can be boxy? start a little at a time and see how you like the change. if it makes you feel good about yourself, gives you more confidence then its a positive change.
