hi. be honest with them and let them know your situation, in this case, your sister’s study time line's progression will if any event make her better trained for the HR position she is being offered prematurely in terms of successful ending of her academic career.
another thing, she can opt to study a semester and work during or before a semester’s break, depending upon if it is feasible for her financially and for the company, organizationally.
if approached with a well presented case that does not reflect being arrogant or undermining the organizational needs, the interviewer will understand and actually indicate that the org will look forward to seeing the person once studies are over.
perhaps to better impress them, she can write her case study paper on organizational course work, by writing about this org. it will give her a benefit for having studied and incoroprated this org's related information which can be publically disclosed and elaborated upon for evidence based success and for educational purposes.
