I am thankful to God that i don't live in a country where people dont know how to drive a car...stunts like these can cause severe accidents. No wonder...car accidents are in abudance in Saudia, UAE and other arab countries.
it wasn't the Lamborghini drivers fault that they didn't put up a sign stating "Speed-bump ahead" or something like that.
other then that these cars are deemed road legal by the Traffic Administration which is a govt. body, so I think the govt. is to blame here, there isn't a single country that would not let you drive a Ferrari or a Lamborghini or a Porsche just because they're to damn fast, race tracks have nothing to do with them because not every country has a race track you know, Kuwait doesn't, I have to go all the way to Bahrain to get some track action, but I still can drive a Ferrari or Lamborghini in Kuwait and we still have a few unrestricted patch of motorways here, you can go flat out and no one would ever raise a finger against you.
