Generally there is no difference in opinion of the various schools that
'deliberately not praying is an act of kufr'
however, there is a difference of opinion where some schools say acts of kufr does not make one a kaafir and the more conservative view is that acts of kufr does make one a kaafir.
This is because to deliberately not pray does not necessarily mean that it is not coupled without guilt and the seeking of forgiveness. If however, missing prayer and not being guilty this is greater and by not even accepting that prayer is necessary that is greater still.
Due to these definitions the rulings of kaza will of course be different.
If a person prayed on and off, and when 'off' it was done through negligence and deliberate instances, then it would be an odd exercise to keep renewing ones faith just because of this. It proves that the person was or has been merely weak and the level of Taqwa is not up to scratch.
Also notice how Imam Bin Baaz rahmatullah alayh has said "does not have to make them up" which indicates to me atleast that 'one can make them up if they so wish'.
By not making them up it would mean one would have to admit that they were kaafir before that time.
Of course denying with intent the obligation of prayer does make one a kaafir. By not doing the prayer physically but by intent knowing that it is required is an act of kufr at the very most, according to the ruling I follow.
