Why are post-paid plans in the Middle East and in Pakistan so uncommon?

Is it the “simplicty” of just getting a Pre-Paid SIM? Or is it the fact that there is pretty much no price difference when it comes to calls, SMS, etc.?

Most people in Europe have post-paid plans because the per minute cost is much cheaper than with pre-paid. And you get a lot of free minutes with a monthly plan too.
