Bro, you took the words right out of my mouth. Couldn’t agree with you more on this. Taraweeh in a single unit congregation was not even a practice during the Prophet SAW time and we know the reasons behind, to save the ummah from hardship of it becoming an obligation. So this means people prayed on their own or in small units of congregation and definitely the number varied from each other.
Just add, when doing it in congregation it should be such that it does not become a burden on the people praying it. And if you are praying taraweeh, there is no sin if you even drop out after two rakat or four or eight or however many you are able to comfortably pray. As mentioned here before you will not be questioned about Inshallah! and the more you do its only to your benefit however if you are able to do a fixed amount consistently then that is also liked by Allah SWT.
