How did FATA formed and what are the govt limitations in those areas ? Who declared those limitations (if any…) ?

The Tribal areas were part of the British rajs forward policy, dividing the pashtun belt into settled and Tribal areas, as part of joining Pakistan these Tribes ,which were never fully controlled by the British, were guaranteed a large degree of autonomy. They were allowed to govern themselves according to the Jirga system and the Pashtun code of Pashtunwali.
Hence the term FATA, Federally Administered Tribal Areas, the Federal governments writ operates in these areas through political agents and through the NWFP Governor, who in turn answers to the Federal Minister for SAFRON.

Our Nation is divided, FATA, Northern Area, Baluchistan, these areas must be developed to eliminate Jahalet and unemployment..
