Thanks antiobl. for trying to summarise but that letter is not just a set of instructions or commands a ruler might give to his subordinate. In essence it is a set of detailed guidlines and it emphasise on finer points, the way a teacher would try to teach his students and a leader would instruct his followers.
It would be great if we get the english translation. I tried to find on internet but invain. Will try again inshallah.
