I dont think its a question of generosity. Indians are a lot more wary about Pakistanis given Pakistan’s track record over the last 60+ years. An average Indian sees Pak as an exporter of terrorism to their country. As such its no wonder that most Indians dont exactly feel “brotherly love” towards Pakistanis.
