Yes it can, unless you believe cutting down innocent hindu pilgrims in kashmir, attacking helpless christian nurses in muree, gunning down shias in a mosque is jihad. Many so-called jihadis claim it is and have committed such act under the guidance fo power hungry mullahs.

I'm sorry, you've missed the real Mujahideen. Here's a real description of a Mujahid on another board:
- The real mujahid fights ' li kalimatullah hiyal '3ulyaa wa kalimatul Kufr as'suflaa'] so that the word of Allah may be the highest and that Kufr may be low and debased. He fights for no other reason. He does not fight out of egoistic impulses, or for personal revenge. He does not fight for the sake of nationalism or for the honor of his clan or tribe. He does not fight as a mercenary does, just for money and material goods. He is not an assassin, he is not a saboteur. He is not a thug, nor is he a Mafia-type hitman, and nor is he a barbarious rapist.
He is a Mujahid, and he is in a class of its own, far above his counterparts whom he may face on the killing fields. He is not paid for his services, he does not recieve any material compensation in return for putting his life on the line.
He does not get an honorary salute, nor does he get any fancy burial ceremony. He may die or be killed, his body blown to bits, with no one to weep over him and no one to mark his grave. Indeed he may be killed unnoticed or forgotten by his brothers, and Allah will take care of his body and soul.
He does not get any medal of honor or valour or for courage under fire. He does not get to have his name written in a big public wall memorial for future generations to see.
When he goes into battle, his is a one-track mind and his pursuit is of Allah's pleasure alone. His thoughts are the thoughts of his comrades even as they advance across the killing fields, even if there is a thousand miles of separation between them.
He commands either of the Two Victories; there is no defeat for him. If he overpowers the enemy, he has achieved victory, and if he is slain, then he has achieved the Greater Victory. Allah has made it Fard upon Himself to give His aid to the Mujahid if he ever asks for it.
He is the one who's sins are forgiven even before the first drop of his blood reaches the ground. When the swords are clashing above his head and bullets raining down thick, he does not turn his back and thereby Munkar and Nakeer are restrained from questioning him in his grave.*
You've missed the Jihad going on in Afghanistan, Chechnya, Kashmir, which are real Jihads, and there's many more which I havn't listed. The enemy is afraid of the true Mujahid who fights face to face without no fear, looking for the glory of Shahadah, whilst the enemy is in fear, hoping his life will be saved.
