Give them (FIA) a break guys. They had very little to go on, early in the process. They had one name "Hasib Hussain" and was told that he's a UK citizen. They ran it through their database, and found a match. The guy was 16 and not 18, but a couple of years here and there isn't that big a deal. And guys that age, all kinda look the same when all you have is a crappy webcam pic to compare at.
It happens to the best of them. Even US INS (or CIS, as it is called now) routinely stops people from flying just because their name matches to a terrorist list. Not to suggest that INS/CIS are good or best, per se. But really you get the point.

They do not deserve excuses. It is simply shocking that they did not exhaustively investigate the passport discrepency.
Chaloo kaam must never be excused. It strikes me that the FIA was simply downright lazy and seeked a match based on just name alone rather than on an actual investigation into the details.

The interesting thing about the reaction of some guppies to this is how it reveal something about the human psyche:
If you want to believe something, then you will clutch at straws for it. One single news report and people automatically started assuming the guy the British police accused is still alive.
I would like to blow my own trumpet here. You may behold my wisdom, from my first post in this thread. I was the first to question whether they were talking about the same guy the British police accused. And, of course, I was proven to be right.
