I use UBL's CnR all the time. I had set up the account some years ago, and I am sure I had given all this basic information. Not sure who you talked to or whether that dude is genuine, but UBL's service is stellar.
ps. By the way, the service is not exactly free. They still make their profit through the exchange rate they use. Plus if you are sending amount below a certain level, they do charge a service fee too.
