I dont understand what population control has to do with this issue? Mutton and Beef are expensive in Pakistan not because there is a shortage, but because profiteers are taking advantage of the voracious appetite of Pakistanis for everything meat. If Pakistanis want the cost of meat to come down, stop consuming it for breakfast, lunch and dinner, and snacks. Honestly speaking, the way we eat meat puts carnivorous animals to shame.
Pakistan is an agricultural country. If we eat veggies in abundance, wastage would be reduced, and our veggie prices would go down as well. Consequently, livestock prices would go down too. Consequently, people would stop selling donkey meat and horse or dog meat.
Population needs to be controlled for other reasons, not because of lack of food.

That is true. But that export does not result in a dearth of meat within Pakistan. And the per capita consumption ratio may be more because of the fact that most of our population resides in rural areas, and they dont eat that much meat to begin with.
But that still doesnt mean that donkey meat is sold primarily because people cannot afford goat meat. I see far fewer donkeys on the streets of Pakistan than I see cows and sheep, so technically, donkey meat should be more expensive.
I think that these donkey meat sellers do so in order to benefit from a dying, injured, sick, diseased, in other words, 'useless' animal, rather than for reasons cited above. The same applies to cow and goat meat as well. Sick/injured/old animals are routinely slaughtered in order to benefit from their meat value. Even dead cows/goats are sold off for meat, so long as noones watching.

I was working at a private company in Karachi during 2006-2008 and we used to share our lunch with 8-10 people. The staff whose salary was around 10,000 to 15,000 per month hardly bring any meat and most the time they were bringing vegetables or pulses. That was 2008 when meat was around 150 per kg - now it is more than 300.

Are you living in lala land? Ask common people how much is the meat so expensive beyond their means to purchase? Definitely it related to population. In 2007, when on the road side shop in Empress Market Karachi, how a shop keeper missing the old days when meat was cheap and affordable to even poor people. Reduce the population or increase the meat supply not through donkey's and dog meat.
Best food is still eaten by elite rich or people working in army, navy and air force. Rests should rely on donkey's meat or human flash not too far in future.
