Yes, when you use wax or an epilator you're pulling the hair out by its roots. So before the hair can grow back, the follicle needs to heal and then generate a brand new hair. New hairs start out fine and soft and they get thicker as they grow. When you shave or use remover cream, you're just removing the hair to skin-depth...its still there right under or at the surface so it can go on growing.
