On paper, Pakistan response and most of the Guppies argument sounds logical. But, fact of the matter is Saeed was responsible for lot of violence and there is plenty of innocent blood in his hand - Indian blood. He is a non-state actor, therefore a terrorist.
There is no point in comparing this to Raymond's case, that's spy case - a spy shot and killed spooks that followed him. In similar situations US and USSR exchanged spies they catch regularly, even the ones serving sentence.
Let Pakistan use this to put a sock on him at least.
