With so many citizens laid off in the last two years, any tech sector lobby will have a hard time convincing lawmakers to increase H-1 quota anytime soon ... and the tech sector is already pre-empting it by moving operations overseas, instead of bringing folks here. So, I would go by the assumption that the H-1 quotas will stay at the lower level for some time to come.
