you are only half right there, while mother nature decides about err assets, and unless somepone wants to go to the extreme of going under the knife for 'enhancements" 
one has to live with what one has. (padded undies and push-up bras not withstanding)
but the ladies can focus on overall physical conditioning so they dont have other curves that they do have control over, whether its a belly, big thighs, etc.
If I may be so bold to suggest that a less endowed lady with a carfully maintained waistline will appear more curvy than a more voluptuous one with a belly.
