Yes, almost all GSM operators (except Instaphone/Paktel) in Pakistan provides data services of 2 to 2.5 Generation (like GPRS). All of them charge same... they all have volume-based packages except the Mobilink Indigo Unlimited package, which has fixed monthly tariff but it is for postpaid users only.

I will strongly advice you to stay away from maybelink (mobilink is known as may-be-link in Pakistan. Indigo and Jazz are their packages) and use either Telenor, Warid or Ufone. I have used Telenor and Ufone's GPRS.. but found telenor's GPRS to be the fastest. Normally, GPRS connect at 115kbps and you will get download speeds, ranging from 2 KB/sec to 8 KB/sec.

Charges for telenor, warid and ufone are 15 Rs. per 1 MB data transfer. (its VERY EXPENSIVE!)

TofiBaba, a Chinese telecom company was having talks with Millicom (the owner of instaphone and paktel) to buy Millicom.. but according to latest reports and news, those talks have failed.

Now, Total Telecom of Arfeen Group have bought Instaphone only (not Paktel) and yes, they have plans to launch 3G services.
