Hosting is not in USA. The website is hosted in Pakistan, hence the local IP. Data is where the hosting is 
Anyway, As I mention earlier the routes that are taken to reach the website needs to be optimized. The gateways is questionable to say the least. And the website itself needs an overhaul. The caching system takes way too long to find the cached files, so simply go with a reverse proxy.
