goli baaz means someone who bunks..a bunker…like someone who tries to flee from a situation just like a bullet…eg someone makes a plan for the weekend or makes a promise and then later on tries to be out from the situation by lying or making up excuses…yani baat main se goli ki tarah nikal jana.
