I usually pay around 3800AED to Mtius on Emirates & 3200AED in Air Mauritius. The good thing about the air mtius ticket is you fly on the emirates carrier itself. If they hold a pakistani passport, they'll need to apply for visa before they go(no visa on arrival). Nasser Travels in Dubai usually takes care of visa processes. The no. is +9714 2214455. My sister has a CDN passport and BIL has a UK passport. From what I understand, they would get entrance granted upon arrival with no need to apply or pay for a separate visa.
With regards to the prices that you mentioned, what month is that? They have a price of around 4000AED for 4 days but prices are only valid until end of October. I need this for December!
