All the famous people of GS abandoned GS and left their smilies behind 
because its my call 
I have to make sure the smilie list doesn’t get over crowded. Not just approving any smilie, etc, and above all make sure the custom smile stays something special and an extra privilege, which is seen as a token to all the loyal members of GS. And anyone can get it, of course once the few criteria are met.
