Gill may be a bit right - ISI always scheming to attack India. But in case of Bengaluru and Ahmedabad people are saying SIMI group behind it. Now ISI surely is helping SIMI and also other cells but the amount of knowledge about attacking constituency of top four leaders of BJP in Ahmedabad shows involvement of local tools.
One thing to be noted. Indin authorities this time are taking pain to explain to Hindus and Muslims why reacting with communal violence is simply playing into enemy hands. I heard two are three muslim 'street corner" talk also and people there are saying terror elements from Pakistan support are doing this to start another community violent riot.
So people are showing some sense and unlike past, politician are also showing some sense. BJP local goverment are talking with Congress centre to do security
Sri Gill forgot that ISI is also responsible for its conception....

^ Abdali - KPS Gill is a former DGP credited with successfully ending terrorism in Punjab. Any info you have of how he was conceived is irrelevant, though it begs a question how you know that.
