^ but ISI is part of the military which is Musharaf's power base. If ISI is doing this then he has to be in the know!
As Kehkashan said, ISI has grown out of army powers, though they get all the finances from army and are supposed to be under army's control but they have evolved into separate unit (bar finances). They will follow the command as much as **they **think is important/right etc.
