simple minded peoples you. there are many ways to tax. they can either take it out of your pocket, or out of your jeans.... in the end they'll still get it.

collecting personal tax might be a problem for pakistan, but there are a thousand other taxes the government has mastered (try importing a car into the country and you'll see).

Probably most of the Federal government employees pay taxes. Why? because the government takes it out from their pay...I believe.

Its the other private business folks, big business people, zamidaars, land owners etc that don't...

I don't know where pakistan would be with that little foriegn investment money we have.

and to all those who pay taxes in Pakistan, you have my respect and salam. To those who don't, its none of my business...but its a slap in the face of the Qaid. Please have some respect.

Peopel in Pakistan dont pay taxes since their is no systemetic tax paying method in Pakistan.. but Govt. is geeting their share of tax money by adopting various indirect methods.. one is addition of sales tax in the price of majority of commodities at source.. example is a can of edible oil is taxed at the factory ( sales department of Customs dept is resposible of getting that). Another example is that of pre-paid mobile cards.. once one use it 10-15 % is deductedc for tax..Portion of that money is also syphoned by the department and the factory owneers thouhgh by various ways).. all electronics and cars are taxed in this way... our gas, telephone, electicity bills have extra head called sales tax, federal tax etc.. Therefore, people are taxed indirectly by the govt.

consumption taxes like sales, VAT and excise are seen everywhere in addition to income tax. Although there are some inherent weakness in consumption tax as well especially when it comes to countries with a major income divide.

as far as lack of systematic tax paying system, are u saying that if someone wanted to pay income taxes that there is no process to pay taxes?

All most all countries are charging this sales tax (some call it value added tax) so Pakistan is not alone in this case.

But businessmen and landowners either do not pay any tax or they pay a very little such as turnover tax or tax deducted at source.

Sales tax is now applicable on almost all consumer goods here. Every manufactured commoditiy's price consists of sales tax at 15%. So if you buy a soap for Rs. 15.00, that means Rs. 2 will go the government and Rs. 13 to the seller. Sales tax is one main contributor of government reveneus.

Middle class if they are salaried persons - they get salaries after deduction of income tax at source. Nobody can escape that! Even the midde class shopowners have to pay some income tax to the government in cities like Karachi, Lahore, Islamabad etc.

Only the salaried people are paying 100% tax - being deducted at source. Even multinationals are evading tax by exhorbitant transfer pricing.

this is a critical point in pakistan as I have only recently started hearing news of people questioning the rich about not paying taxes. i feel this is an ideal time to bump this thread. discuss.

dude, if we go by the stats shared earlier in this thread then ‘people’ have to question themselves before they can question the rich.
if 1.6% of the population is paying taxes, then 98.4% is not ‘the rich’ who are not paying taxes. even if the rich are 10% of the workforce, or even 20%. a huge chunk is the workforce which is not considered ‘the rich’ and which is not paying taxes.

I dont have any soft spot for teh crooked elite getting their way by bribes and all, none at all. I am just a little tired of the masses there pointing fingers in every direction all the time except towards themselves.

Most of the tax revenue is indirect taxes......which comes out of the pockets of everybody on consumption of things....... fuel, electricity,phone,groceries,appliances etc etc.........EVERYBODY pays those taxes.........its income tax which a lot of people evade...especially the undocumented businesses etc.....

All salaried people have their tax deducted at source...be it govt employee or private sector..........so they also pay taxes....

which means...that most of the people in paksitan...lower and middle class...do pay their share of taxes keeping in view their income levels.......

It's true, my family own a pretty much big businesses around Pakistan. As far my information we don't pay any taxes or it's not a significant amount or less then 0.1 % of actual tax rate. But don't forget about indirect taxes which are quite hefty.

I read less then 2% of work force actually payed taxes in 2010. Now this explains why the government have to run to foreign capitals & likes of IMF for money. It's like sitting on mountains of money but no way to extract it.

I don't think I was saying only the rich aren't paying the taxes. It's everyone lower middle class and up. That means your family, your mother, father, uncle etc. It's not necessarily the rich who are the problem. Although they are the largest part of it. I'd understand if someone from a middle class tries to evade taxes. But the Rich have no excuse.

I was also not saying that only the rich are or are not paying taxes. I was commenting on the observation that it is only recently that you started hearing news of people questioning the rich about not paying taxes. Because people should be questioning everyone, not just the rich.

aaah i see what you are saying. I suppose to clarify, I meant, that I’ve never heard name calling with proof in the news media so openly until now. Which is a good thing. but it just isn’t the rich, recently I saw 12 episodes of journalist Matiullah Jan exposing the top brass of reporters in the country living in housing provided by the federal government. They either didn’t pay a penny, or paid 6 thousand rupees a month for giant apartments meant for government retirees.

To be fair I don't just think it is people in Pakistan who try to evade paying taxes. Plenty of self employed Businessmen here in the UK Pak and white tend to try and get out of paying as much tax as they can. Whether it's cooking the books or paying workers cash in hand some pay very little or no tax at all.
