no.2 usually happens between people that aren’t even really attracted to each other, it’s just a bit of fun and doesn’t mean a thing.
i tend to do it a lot. but when i’m seriously attracted to someone, like when i first met my hubby then, oh boy, flirting? i was in no state to flirt, i was a big red ball of shyness.
