Kaleem, the numbers may be biased (statistics always are) but they're not based on "someone's opinions" :p ... its an empirical aggregation of citizen surveys, factual data from regulatory organizations, public service evaluations and United Nation's status reports.
There are 39 determinants that are used to measure each city's quality of life.

Umar, How come the website does not state any of that? Where did you get that information. My question is who collects the information and then compiles/puts it in the formula to get to a certain number?

Mercer HR Consulting’s Research wing did the study.
As far as the constructs for Quality of Life go, I’d assume that the consulting company would have its own models to assign tangible values to qualitative perceptions and pertinent survey instruments.

but still…everyones perception of quality of life is different. it means something different to me than it does to you and each person has their own preferences…
so I dont think its possible to just give numbers…and base it on that.

You’re right, and I guess the researchers try their best to identify the different dimensions of what constitutes criteria for QoL (including economic, social, political, educational, medical, residential and natural factors)… and subsequently design research instruments to measure these. The methodology is quite rigorous but by no means exhaustive - stats are always biased since they give an “average” perspective, but its better than nothing.
I see reports like these more appropriate at the macro level and business use - it can prove to be very useful for an organization thats comparing multiple cities for say a new branch office etc.

well, I am disappointed we dropped to # 3 from # 1. I thought last year we ranked # 1..?and that was two years straight in running..toronto is okie..but nothing compares to Vancouver when it comes to living..
