If it's your first date, you don't really know how conservative the guy is, and even if he'll let you dress like you want later, it's better to make a good impression by not wearing something too tight (like leggings) or that shows too much skin (short sleeves, decolleté...) and i wouldn't wear shoes with very high heels.
Guys KNOW when you try too hard to impress them so come as you are

cinnamon - he has already seen me twice when his family came to visit when I was wearing high heels so that shouldnt be an issue, and I am pretty sure from talking to him that he is not super conservative really. I dont do boob and butt show or sleeveless anyway and wouldnt do that on this date either. So i think from the is he conservative or not point of view it all should be okay!
I get what you are saying though, sometimes i do wear tighter dresses with leggings and i wouldnt do that on a first date.

outfit number 1 is goood ..though the darker navy top would look lovely too ..esp since you are going for dinner
ummm instead of wearing bangles why not wear one or two bracelets
