Actually I have observed that female smoking has been more or less acceptable in the rural areas, where I have seen many old ladies who smoke huqqa and some even smoke cigarettes. In cities too I have seen a lot of women smoking, but not as openly as in the villages. Because the prejudice against female smoking is stronger in cities, as it is mostly equated with a 'loose woman'.
