Policy Shift: Government plans to produce Power from Coal on a Big Scale

The government is planning to produce electricity on a massive scale with the help of coal-fired power projects in an attempt to tackle shortages, improve generation and control the re-emerging inter-corporate debt.
According to sources, the Ministry of Water and Power has approached the** Planning Commission,** seeking clearance of** 9,800-megawatt coal-based power plants**, which would be completed in three years.
To produce that much electricity, three existing independent power plants (IPPs) of 2,590MW capacity will be shifted to coal to bring down the generation cost. These include 400MW Guddu, 840MW Jamshoro and** 1,350MW Muzaffargarh** power plants.
The government will also undertake work on new coal-run power plants, which will be capable of generating** 7,210 MW of electricity.** These projects include two plants of** 600 MW** each in Balochistan’s coastal area of** Hub**, 2,400 MW Thar projects, 1,200 MW Karachi Coastal project, 1,200 MW Lakhra project and 1,200 MW Jamshoro projects.
A senior government official told The Express Tribune that the water and power ministry had submitted concept papers to the Planning Commission for formal approval. After clearance, feasibility studies on these projects will be undertaken and bids would be invited to award contracts.

ADB withdraws assistance**
However, according to sources, the Asian Development Bank (ADB), which had earlier pledged $1.4 billion in financing the conversion of existing power projects into coal-based plants, has now backed out because of row over consumption of Thar coal. The bank wants Pakistan to use imported coal for power production by the IPPs, but the previous government was reluctant, stressing it would allow only Thar coal-based power plants.
“Now, the ADB has agreed to provide funds for the new 1,200MW coal-fired projects at Jamshoro,” the official said.
The shift to coal is aimed at avoiding the circular debt build-up in future and providing cheap electricity to the consumers. The debt has plagued the entire energy chain, forcing the government to spend billions of rupees every month to prop up the energy system.
According to a study conducted by the Ministry of Water and Power, the economy can save around $26 billion in fuel costs over the next 15 years if thermal plants of only 4200MW are shifted to coal.
About** 68%** of the country’s power production comes from oil and gas. Though gas is a cheaper fuel, it is getting increasingly scarce, meaning plants that have the capacity to run both on oil and gas are forced to rely on furnace oil. This, however, more than doubles the cost of electricity production.
In an effort to encourage independent power plants (IPPs), the water and power ministry has decided to reduce customs duty on equipment and spare parts needed for the shift to coal to just 5%.
Under a proposed plan, the IPPs will be given a maximum of one year to shift from oil and gas to coal. In this period, they will be paid to cover their returns and also interest payments on funds raised for the conversion.
The IPPs, which are regulated under the power policy of 1994, will be allowed to sell coal-based power to the national grid without any modifications to their contracts or approval from the regulators. However, those plants that come under the policy of 2002 will require regulatory approval.

Pakistan already has a water shortage issue.
This is simple propanganda stuff from Nooras, these won’t go further than feasiblity studies. They just call feasibilities as MoUs as if its like “done” now and every one can go home and enjoy the electric power.

Does it mean that "now the government has agreed to use imported coal"?
Government needs to act in both directions 1) generate more power 2) collect unpaid bills, that is the only way to ensure sustained power generation for long term otherwise we will keep spending in power generation/maintenance and it will keep leaking out to power thieves.

So long as you keep posting unrealistic news items in praise of PML-N, it will be a bit difficult to take you seriously. PML-N is doing its best to appease the media and public by signing mostly meaningless MOUs and announcing ‘deals’ that dont exist. So far, they have announced deals/MOUs worth a couple of hundred billion dollars. That is very impressive, considering “khazana khali hai”, yet people are still willing to consider lending Pakistan billions.
By the way, earlier this year, Malik Riaz managed to sign 2 MOUs amounting to about $80 billion dollars in a span of 3 weeks. So the Sharifs are right there with him

The CM was pleased to note that state of the art Land Record Centers which were established in CM’s last tenure are functioning efficiently in Lodhran, Hafizabad and Lahore. The CM reviewed progress on data entry of land record in various districts and directed concerned officials to ensure that Land Record Computerisation in **entire Punjab **is complete by mid 2014. In these state of the art Land Record Centers, besides other facilities documents related to land can be obtained by the owners in a matter of minutes in a most transparent manner. Solar power project: Punjab government signs MoU with Chinese firm
A Memorandum of Understanding (MoU) was signed between Punjab government and a prominent Chinese company Norinco International Corporation Limited for setting up a solar power project on Friday. Secretary Energy, Usman Bajwa and Vice President, **Norinco International Zhang Shiping **signed the document.
Punjab Chief Minister, Shahbaz Sharif, Provincial Minister for Energy, Sher Ali Khan, Special Assistant, Arshad Jutt, Chief Secretary, Chairman Nepra, Chairman Planning & Development, Secretary Energy, officers concerned and senior officials of** Norinco International Corporation Limited** were also present on the occasion.
Under the agreement, Norinco International will set up a 300 megawatt solar power project in Cholistan which will be completed within 12 months. Punjab government will assist Norinco International in identifying the site for the solar power plant in Cholistan. Speaking on the occasion, Shahbaz commended the co-operation of Chinese government and investors in energy sector.
He said that nothing could be more important than solution of energy crisis. He said that the nation will be rid of load shedding through speedy completion of power generation projects.
Vice President Norinco International, Zhang Shiping while expressing his views said that** Chinese people are deeply impressed with the speed of Shahbaz Sharif for the implementation of development projects and he is very much liked in China.**
He expressed the hope that power generation projects will be completed at the same speed at which metro bus project was executed.
