The system is failed not just because of people from other parts of country are posted in Karachi. Urdu speaking community which have now start bringing this issue in all matters should consider their history. They were the OUTSIDERS in city just 7 decades back and there is a history of bureaucrats from them till 90s not only in capital city of Sindh, but also in almost all districts of Sindh, you will find Urdu speaking people serving (read as ruling) in high bureuacratic posts. So should we blame that these bureaucrats were responsible for backwardness of rural Sindh till 70s (before Bhutto came into picture)?

First line of your thread is where I see a problem. Why so much irritation for non locals when majority of people living in Karachi are not native to it or their forefathers migrated to city. some came few decades ago, some came few years ago. So, when any Karachiite start blaming everything on outsides, he / she should check their roots.

As far as the main issue is concerned, in my personal view both parties were at fault. Its just the severity of reaction that people are forgetting the instigating action. The lady could have easily reported the bribery scene in a modest way. If she does not know how to report an issue without unnecessary instigating semi literate policewals, then she probably quit her profession.

Urdu speaking were mostly on the positions they got because of merit only… Wen they came to khi … it was a small town n they converted into a mega city based on the hard work the education the skills they had.

In the whole khi there r no many ppl who can be selected and run police or other law enforcing departments.
It is difficult to withstand the ogle these FC or rangers have 9n the public

There is no doubt that Urdu speaking community developed Karachi (alongwith little contribution of other communities, if they got heart and an eye to acknowledge such contributions). If we talk about MERIT, then in the meantime other communities also went on to get same MERIT to get the positions they are holding today. If we can justify holding of these positions by Urdu speaking community in name of MERIT in yesteryears, then same MERIT criteria can apply today for other communities holding these positions.

General public is quite happy with the operation being carried in Karachi, as situation improved a lot after the operation. Obviously, there are concerns and we can’t say all the things under operation are 100% correct, but shunning these people because they don’t belong to city is unjustified.

As far as people of Karachi not getting representation in police and other LEA’s, we need to first decide who actual ‘Karachiwala’ is? Does it count a person whose family settled in city say a decade ago or Karachiwalas are only who migrated just after 1947?

Only Sindhis, Hindu or Muslims, Makraanis (Balochi) Parsis, Christians, Jews, certain Punjabis, Gujraatis, Boris, Ismaili Khojas are the real people of Karachi who lived centuries before partition. Rests who came to live in Karachi after partition are just imported.

pora karachi janta hia kay police force main koi bhi local banda nah hia.. jab kisi par brutality karni hoti hai to non local force lai jati hai takay khul kar badmashi ki jaye…

How is slapping a woman news over there, isn’t violence against women and children a very common thing? This was reported internationally but what about a vast majority who get abused within the confines of their homes. It is appalling that people would try to justify this. A reporter can ask as poignant and as loudly the questions they seem relevant. I guess just being a civilian and a woman without a burqa is deserving of a slap.

is this quota system a new thing in politics. Muslim League played politics with Indian National Congress on this quota. Even Karachittes condemning quota system will support reserved seats for Muslims in India. Its meetha meetha hup hup karwa karwa thoo thoo ideology.

BTW, its not Bhutto who started quota system. Its Liaquat Ali Khan who started this (may be we can see justification for his action).

Quota system is a part of affirmative action , which tries to compensate the disadvantaged group , with a form of protection , ensuring some sort or minimum representation to safe gaurd their interests.

Pakistan has seen , three versions of Quota System.

1st one was introduced in Sep 1948 , it used a Regional/Provincial model for recruitment in Govt Jobs…and accordingly

Bengal had a 42% Quota 56% Population
Punjab a 23% Quota 28% Population
All Other provinces and Princely States had a 17% Quota 13.75 % Populatiion
Potential Immigrants from India 15% population considered about 9.8% as Potential
and Karachi had a 2% seperate Quota popuation 1.5%

… this lead to the disparity we see till 71 .

This was then revised in Nov 49
and now instead of using the term Potential immigrant … merit was used.
and new quota was

Merit 20%
Bengal 40%
Punjab including Bhawalpur 23%
Karachi 2%
All other 15%

and under the 1956 constitution its scope was uptill March 71. that is for 15 years.
1962 's constitution reduced the term for 10 years , that is till 72…so actually extended the term by a couple of months.

71 and subsequent break up of Pakistan changed not only the demographies , but also the weightage in terms of population shift.

Sindh started showing a heavy Urban/Rural …divide as Ethinic divide …between Sindhis nearly all rural and Mohajirs nearly all Urban.

the new percentages according to the changed realities was then

Merit 10%
Punjab 50%
NWFP 11.5 %
Balochistan 3.5%
FATA 4%
Azad Kashmir 2%

and Sindh 19% ..sub divided using a 60/40 formula of Urban/rural division into 11.4 Rural and 7.6 Urban .

this heavy Tilt away from Mohajir preference is /was the real cause of dis content , among mohajirs …that took a ugly turn come 84 onward… Period.

yeh quota system wala record ab buhut purana ho chuka hay. is ko challa challa ke is ka khana kharab kar dya hay. koi naya record Sindhion ke khilaf lay aao bhai.

Any poistion hold on merit is fine for me. But wat we see is quota for punjab = x . Sindh rural = y and so on.
I think we are now on the situation that except Baluchistan and tribal areas , merit should be the only criteria for all govt jobs.

Any one holding a valid khi domicile is a khiitte for me.
