I don’t think cutting their current budget will do anything, its about what is offered to them for free that matters… free land, baap ki jaageer, jis ko jab chaho jitnay may becho

But downsizing to bare minimum will be ‘na hoga bhaans na bajegi baansuri’. I have no objection of these perks to families of deceased if they really laid their lives for the country or performed super heroic services like Major Raja Aziz Bhatti, MM Aalam or people like Dr. Salam , Malala, Edhi etc, who won world recognition for their services.
