The way forward is to teach children from an early age about the Islamic beliefs and teachings and for girls to wear the hijab from an early age so that they understand and get used to wearing it. Also where possible to send the children to Islamic schools or predominantly Muslim ones where wearing the Islamic dress code is seen as normal as opposed to majority non-Muslim schools where the pressure is greater to follow the freedom lifestyle and ignore the commands of Allah swt.
Pakistan main ki ahl hy larkion ka ju yahan ko ro rahy hu. Choti bachion per hijab ki pabandi nahi hy magar main ny dykha hy sath ath sal ki bachian hijab pehan rahi hain man(mother) nahi.

Sara is also right,"There are many many many girls in high school and college who wear hte hijab WITHOUT FORCE thanks to their parents' approach of raising their children w/ proper values, thus trusting them as they grow older to make their own decisions... It's common sense, the more you push a child the more htey will rebel and go in the other direction.
