The first thing is to remember that several times the context of the ahadith is not known and the overall meaning can only be clear if we look at the examples from sunnah to get a bigger, better and more useful picture. The same is true for this hadith. i was unable to find any quote in the books of sunnah in which the holy prophet ever stopped anyone from doing any such thing.

In the larger islamic context, we are taught to take our dicisions with 'meezaan' ie balance. So for all the decisions we take we must align them in the middle and shall not side with any extreme. Plucking all the eyebrows would definitely be condemned by all normal people. Same will be the case if someone does not pluck to trim down oversized brows. As already mentioned in posts above, if trimming of mustache or cutting down of hair at hajj or umra is not considered change in Allah's creation or very crudely speaking trimming of nails is not considered so then why should the eyebrows be treated in a different manner.

What do u mean by saying this ?

If we see the Quranic Ayat and the Hadith, then its forbidden, But some Scholars allowed by giving fatwa. Howerver, many different scholar's fatwas differ from each others.
