Some girls have large but skinny (patlay) feet and some have much flesh on to their feet. Whereas some have smaller but fleshy feet. See what kind yours are. If larger but skinny, then even 7 can be good for you. Although, 38 is Pakistani 8 as others have mentioned above.
It is always risky to buy a shoe size when you are not present there because there is not one same size for different designs or make/company. Infact even with the same make, sometimes, you may have to get two different sizes depending on the shape/design of your shoe/sandal.
The best way to do this is send a sample of any sandal in your use which is exact your size. Someone in Pakistan who has a size same as or close to yours can wear it and the new pair before buying and then make a judgement whether that would be the perfect size for you.
