It's really easy - I had it done at a work party... They use glitter and those sparkly gem things. The glitter they just put in a cone and apply it like mehendi... and the sparkly gem stuff, they used a tweezer and just placed it on our hands... it falls off after probably an hour or so because its not stuck with glue or anything
It's too OTT for me... especially with desi clothing (which is already sparkling with kaam and stuff). It looks good if you have on jeans and a tshirt ... or really plain shalwar kameez I guess!
