It’s a standard procedure sir jee
Contestants deposit some caution money before they contest on the seats
Anyone who doesnt get a certain number of votes loses the caution money, it goes into the election commission account.
The other candidates get it back after the voting is complete.

So that’s like a punishment to people who lose? Never heard of it before
