I was disgusted after hearing that news on radio. On top of it, there were 2 empty rooms in the house that couple did not let the mom use instead they threw her to garage.

Adult children have no legal responsibility to support, or even be nice to their elders. That said, taking their benefits money, or abusing them physically is against the law and I’d report it immediately. Emotional abuse, asking them to work, or giving them inadequate housing are all grey areas, all we can do as outsiders is donate money to move them to a nursing center (short term solution), or if we’re ambitious enough, protest the government to use tax money to spot cases of elder abuse and support elderly better (long term solution).

Since you have not argued about moral responsibility and only legal one, I’ll reply in same language

Sorry to burst your bubble but more than 20 US states have filial responsibility statutes that establish a duty for adult children to care for their indigent elderly parents. When enforced, the statutes can require the adult child to reimburse state programs or institutions that have cared for the indigent parent with either a one-time contribution or installment payments.
