hmmmmmm u know wat it seems like one of those architectural designs that dun look good on paper but when u look @ the actual thing it actually seems interesting, the same thots had been 4 da london eye n burj alarab but now every one got used 2 them. And it's not like that they are changing the whole thing, they r just changing da top portion which mite attract additional number of tourists.

As I suspected when I saw this thread…the story is a hoax. This isn’t Saudi Arabia or India we’re talking about here…the French are some of the biggest cultural conservationists in the world. Its actually illegal to build a high-rise in Paris because it would alter the skyline too much…how in the world would they allow someone to alter their most famous monument so dramatically?

so this is a temporary alteration for te 120th birthday celebration .. to accomodate max number of people as Hafeez mentioned earlier..
The guardian UK obviously gave half the story in their article.

Apparently some architect thought it would be an interesting change, made the design, and submitted it. No one ever asked him to do so...there was never, and still is no plan to build on the Eiffel Tower.

Well, I like to add few words about this new design, it based on Art Nouveau style, Paris is highly inspired by this style, if you look at Paris metro (underground) there entrances are done in Art Nouveau, I can see and understand that design and how it works with the other places.
