However this 7% GDP is nebulous term. GDP numbers change all the time.
A "relatively better" method is to say we are planning to spend $million this year, and the amount next year etc.
Percentage of GDP is gnerally how most institutions determine a nations spending on education... Most tend to spend around 4 percent.
And percentage of GDP is far more constitent. If the GDP increases the country is spending a certain percentage of that, so we know exacly how much is being spent. The spending increases with the increase in GDP.
