U turn and parking can be difficult. But steering is something basic and she needs to understand that if the steering wheel is moved to the right, the car is going to move in that direction.
Are you driving a manual or automatic car?
Go with the advice given, find empty parking lots and drive there.
Clad's advice is good too. Maybe she doesn't understand steering because she hasn't observed you or others driving, so never looked at the the steering wheel. Take her to one of those game/arcade centers. Have her sit on the car games with the steering wheel. But then when she sits in the real car, tell her she needs to turn the wheel carefully, not so fast.

^haha none, but I killed a wild hamster once :( I used to work till late and it was on a short cut road through the foresty area. I have NO idea what the poor thing was doing in the middle of the road, I turned a sharp curve and I guess it froze due to light- Bechara!
needless to say, I didn't drive on that road for like 3 months after that. Hope it rests in peace!
