killing of blasphemers is not explicitly ordered in Islam, infect Rasool Allah SAW forgiven almost everyone who did any harm to him.
There are two cases where he ordered them to be taken out, but that should be exception rather then rule.
But the other side of stories, it was part of our faith that our iman is not complete without our love for Rasool Allah SAW is more then anything in the life, so for that reason blasphemy was considered intolerable offence to any Muslim.
There were incident that Sahaba killed person who committed blasphemy immediately and they were not prosecuted for that by Rasool Allah SAW or Khalifas.
But there is no evidence that blasphemy declared a capital offence in the Islam.
I have debated few ulamas about this matter, they agree that Rasool Allah SAW did not declare it a capital offence, and used to forgive everyone, but their argument is that only Prophet SAW could forgive a blasphemers. We have no authority thus the only punishment is death for blasphemers.
I am not really convince with this, but only Allah know the truth.
Actually no other Islamic country has blasphemy laws. There is nothing in Quran about blasphemy or the punishment for it. In Pakistan, these law predate Pakistan and were originally passed by Britishers in 1860s to keep communal harmony between Hindus and Muslims. In 1986 Zia changed blasphemy laws and made blasphemy a capital punishment.
