The responsibility lies with the person asking for such advice. If giving out medical advice was so dangerous as you put it, then you wouldn’t have the Internet full of online doctors giving out medical advice. People self-diagnose themselves everyday by reading what’s on the Internet. It’s their responsibility how they take care of their own health.
