It is the right ingredients that make up the society.
Have a conservative society, inequality in application of law, consider women as assets owned by men, promote rape as a tool for revenge and garnish it with bollywood item number and you have the complete dish.
If they know that most probably they would end up in jail for 20 years, no matter how many item numbers they watch, they won’t consider raping anyone.
