My mom and I got Retin-A Micro 0.04%, I applied it once and got kinda flaky skin the next day for a few days. I think I’m gonna apply it at night 2x/week and see how that works. Is it okay to apply almond oil as the moisturizer the rest of the days when I’m not applying it?

Yep…almond oil is fine. If your skin is super dry…you can even dilute the RA by applying almond oil an hour or so AFTER applying the RA.
