ISLAMABAD, Oct 2: The government is introducing a digital library next year to provide 5,000 journals in addition to 30,000 abstracts of different journals to students, researchers, scientists and universities , Advisor to the Prime Minister on Science and Technology Prof Attaur Rehman said here on Thursday. “We are making 500 copies containing complete list of journals out of which ten pack of CDs each will be provided to the vice-chancellors of every university to see if any journal is left out,” he said. By providing such voluminous information, Pakistan will become the only country in the world to provide a facility that is unavailable even in the US, the advisor said while opening the first database about Biodiversity of Pakistan here at the Pakistan Museum of Natural History. The Rs11 million project aims at placing 250,000 natural history specimen of animals, plants, rocks, minerals and fossils on internet, which could be accessed throughout the world. The facility will provide complete details of biodiversity in Pakistan, both for scientists and general public. Of course...US and other developed countries have something called "copy right laws".....you can't just go, pick and scan 5000 journals to show up on your web site...you will spend rest of your life in jail:)
ChanMAhi, we are talking about Pakistan here. The education sector is in government's hands, hence the above mentioned step. Our private sector doesnot get anything from the government ( and sadly we haven't develop that culture of Philanthrophy that is the hallmark of the western culture/civilization). Further, our universities and colleges under the Pakistani government do not have enough funds to finance any such initiative.
This is a great move Zulfi, infact I have been thinking as to why can't we connect our libraries via internet. You know just inform the other departments in other parts of the country that these are the resources available and that they could be sent via mail if any student/teacher needs them.Well, the thing is , lets take students of social sciences.... a student in the university of Jamshoro, Sindh or Bhauddin Zakaria University in Multan does not have access to the journals and information that his/her fellow student at the Quied e Azam University or Karachi University might have.

Wrong .
If the credit is given as to the source of the article publicly printed then it can be used by anyone without making any changes to it.
Information once printed for knowledge and sharing is public intellectual property.
If we couldnt use information by others then we would still be reinventing the wheel everyday. Copyright that.

Look at all the posts on this site. Look at all the national geographic posts. Did anyone get slapped with a lawsuit?
Look at all the universities in United States sharing data. Acedemia is a different world when it comes to publishing. If you use it for academic purposes and share it with your class do yo think England Journal of Medicine will come after you ? Yes it will be plagiarism if you dont give credit as to where you got it from.
Did you have to get permission or apply to the owner of the intellectual property when you posted an article here or anywhere else? all you have to do is let the guppies know where you get it from .
If a journal is available freely yes. You can scan it. If pakistan is willing to share the wealth of knowledge why are you discussing copyright issues. If you are willing to share a book you wrote with everyone free of charge, who the hell am I to say you are going against copyright laws. Get my drift?
it is legal to use the material only if u reference to where u got the material from.. e.g.. borrowing an article from medical journal.. u can take the article.. but reference the journal, the authour, the pulisher.. and so on.. then it is definetlly legal..
we have to reference here in our uni if we borow any article.. or information directly from a source.. OR WE FAIL THE PAPER!!
