u would need to find a good psychiatrist/psychologist so they can officially diagnose it. Meanwhile take a look at the symptoms,is the person suffering from violent mood swings?change in appetite?insomnia?etc. Displaying several symptoms points towards bipolar disorder however do bear in mind sometimes it can take up to 6 months to diagnose it. The treatment generally used is therapy,antipsychotic drugs,and in severe cases,an operation but I suggest therapy as it can be really effective:) and the one with least side effects
